Como todos los que tienen un tweeter ya seguramente saben, la semana pasada Unesco publicó las Decisiones Adoptadas por el Comité de Patrimonio Mundial durante su 36ta Sesión (San Petersburgo, 2012). Por si prefieren ver la fuente directa, y no esta interpretación mediada que sigue, aquí está en pdf.
En resumen, porque sé que son gente ocupada, y como ya sabíamos, en la Decisión 36 COM 7B.102 de la página 140 (142 del pdf, que cuenta la portada) nos incluyen a Portobelo y San Lorenzo en la lista de patrimonio en peligro.
Considers that the State Party has not complied with all the requests expressed by previous World Heritage Committee Decisions, and that therefore the property is in danger in conformity with Chapter IV.B of the Operational Guidelines and decides to inscribe the Fortifications on the Caribbean Side of Panama: Portobelo-San Lorenzo (Panama) on the List of World Heritage in Danger; [énfasis en el original].
Un minuto de silencio. ¿Pero qué tenemos que hacer para salir de ese embrollo? Pues,
- The approval and full implementation of an emergency plan, a comprehensive assessment of structural and mechanical risks, preventative conservation strategy and maintenance measures at San Lorenzo and Portobelo,
- National laws and policies for the conservation of built heritage at San Lorenzo and Portobelo defined and in place,
- Long-term consolidation and conservation through annual plans for the components of the inscribed property ensured,
- The operational and participatory management system, including its related public use plan, approved and implemented,
- The Management Plan fully integrated within territorial and urban development plans,
- Encroachments and urban pressure adequately controlled,
- The boundaries and buffer zone of all component parts of the World Heritage property precisely clarified,
- Budgets for the preparation, implementation and follow-up of the management structures and conservation measures secured;
Y son tan buenos que hasta nos dan un cronograma de acciones correctivas a seguir de aquí hasta el 2015, incluyendo la sugerencia que solicitemos apoyo técnico y asistencia internacional al Fondo de Patrimonio Mundial. Sencillito. Pero pasemos la página como si fuéramos presidentes y lleguemos a la Decisión 36 COM 7B.103 de la página 143, sobre Panamá Viejo y el Casco Viejo.
Empieza con mucho de lo de siempre. Que si Reiterates its deep concern regarding the state of conservation of the property; que si notes that the critical issues have not been comprehensively and sustainably addressed, and that some of the recommendations were discarded; que si notes that the actions requested by the World Heritage Committee at its 35th session on legal improvements and management issues are still in the planning phase. Pero lo bonito, producto de nuestra eficiencia en el cabildeo y oratoria en Rusia que nos salvaron de caer en Patrimonio en Peligro, viene a partir del punto 6:
- Welcomes the fact that work on the viaduct has not yet begun, in accordance with the decision taken by the Committee at its 35th session;
- Further notes that the State Party has not fully complied with the requests expressed by the Committee in Decision 35 COM 7B.130 and considers that the continuation of the Cinta Costera III Maritime Viaduct project should be the subject of an impact study as to its Outstanding Universal Value, under the currently inscribed criteria;
- Also requests the State Party to submit an updated version of the Management Plan according to the requirements made by the Committee in its Decision 35 COM 7B.130, as well as a comprehensive urban transportation traffic strategy, including alternative options for Cinta Costera III;
- Further requests the State Party to submit to the World Heritage Centre, by 1 February 2013, a report on the state of conservation of the property and on the implementation of the above, for examination by the World Heritage Committee at its 37th session in 2013.
Y ya. Como no estamos construyendo el viaducto, porque no lo estamos construyendo, todo está cool. La Estrella de hoy confirma que “[t]anto el INAC, como el Ministerio de Obras Públicas, ya se encuentran trabajando en los estudios y documentos adicionales solicitados por el Comité de Patrimonio Mundial.” Y estamos seguros que no se les ha olvidado esa última cláusula del punto 8: lo de including alternative options for Cinta Costera III. ¡Juntos haciendo un mejor Panamá!
